2. 8a Direct Award

The Small Business Administration (SBA) 8(a) Sole Source vehicle enables agencies to engage in direct buy contracts with certified contractors, streamlining and simplifying the acquisition process for Contracting Officers and federal agencies. This acquisition method provides for direct negotiations in clarifying scope and budget, allowing both the federal government and 8(a) contractor to reduce risk - and therefore cost - in delivery. It has the added benefit of providing a streamlined process for rapid acquisition, and is a recommended vehicle of choice for time-sensitive projects with complex (and sometimes incomplete) requirements.

SOLE SOURCE DIRECT AWARDS UP TO $100 MILLION: As per FAR 19.805-1(b)(2) and 13 CFR 124.506(b), Oneida Technical Solutions, as a Tribally-Owned 8(a)-certified firm, can accept Sole Source Awards up to $100 million in total contract value.

• STEP 1. The Government Program Manager or interested party develops a statement of work, prepares government estimates and obtains the necessary funding.
• STEP 2. Through direct discussions and negotiations with OTS, the Government Program Manager selects OTS to perform the work and submits a procurement request to the agency Contracting Officer.
• STEP 3. The agency Contracting Officer contacts OTS’ SBA Business Development Specialist, Mr. Stephen Barr (Syracuse District) at stephen.barr@sba.gov or 315.471.9393 x 249. Ultimately, the Contracting Officer will submit an “Offer Letter” to the SBA for the designated scope of services that OTS will perform.
• STEP 4. SBA processes the Offer Letter and returns it to the Contracting Officer who submits the Statement of Work and Request for Proposal or Quotation to OTS.
• STEP 5. OTS submits the proposal which is evaluated and negotiated (if necessary) by the agency and the contract is awarded.
